Support running Repose in Docker not as root

      Related to REP-5759 Resolved

      Currently, our Docker image runs the Repose process as root (because it's in a container, so the security concern is not really present). However, RSI does not allow this for some reason. Since it costs next to nothing, we should run the Repose process under the repose user that is setup during the installation process.

      This can likely be achieved by adding a USER instruction to the Dockerfile just before the CMD or ENTRYPOINT that launched Repose.

      Acceptance Criteria:

      • Repose process in Docker container is owned by the repose user.
