Ticketing RBAC

Description

Repose has a piece in the puzzle to solve RBAC for ticketing.

Overall scope is for Ticketing and FAWS as the first adopter. Solution should be designed in such a way that can be leveraged for other cloud providers, such as Google or Azure.
