Update Gradle Linkchecker Plugin to support an ignore hosts list

Description

As a member of the Repose team, I would like to be able to provide the Gradle Linkchecker plugin a list of hosts to ignore. This would allow certain troublesome hosts to never be contacted and would also allow for skipping slower hosts.

Acceptance Criteria:

  • The Gradle Linkchecker plugin allows a user to configure an exception list of links that won't get checked.
